Customs Services, Documentation and Brokerage

Every shipment to or from Ukraine involves customs clearance formalities — both on exit from the EU and on entry into Ukraine — as well as payment of import VAT in the country of destination.

Under the EU–Ukraine Deep and Comprehensive Free Trade Area agreement (DCFTA), goods of EU origin are largely exempt from import duties in Ukraine, provided their preferential origin is documented (EUR.1 certificate or origin declaration). A customs declaration remains mandatory, and VAT of 20% (standard rate) is payable upon entry into the country — with specific exceptions such as humanitarian aid or deliveries under bilateral technical assistance agreements between France and Ukraine.

In Europe as in Ukraine, HK works with accredited customs brokers who handle all formalities: customs clearance, payment of duties, and VAT advisory.

Important: goods cannot be delivered to Ukraine “customs cleared, duties and VAT paid” without involving the importer. In the vast majority of cases, the importer works with the customs office where they are registered; if needed, HK Ukraine can recommend one.
